Demands Strict Action in Mauli Jagran Case


CHANDIGARH: BSP Candidate from Chandigarh Mr Harmohan Dhawan Friday lodged an official complaint to the Chief Election Commissoner (CEC) New Delhi about the incident that took place here on March 31, 2009 at Saheed Bhagat Singh colony in Mauli Jagran. He also wrote about the inability of the Chandigarh Police to bring the guilty to the law.

As per the letter sent to CEC, the incident took place in the morning of March 31, 2009, when the Minister of State for Finance and Congress candidate from Chandigarh Parliamentary constituency Mr Pawan Kumar Bansal undertook a padyatra “without prior permission” at SBS Colony in Mauli Jagaran. Accompanying Bansal were CYC President Harmohinder Singh Lucky and his other supporters.

When the residents of the area wanted to know about the promises made by him regarding issuance of SC/ST certificates and abolition of contractual system, his face turned pale as he had no reply to these questions. Sensing trouble Mr Bansal asked Lucky to control the situation, who instead of answering, used “castiest remarks, absued and misbehaved with the ladies” who were waiting for Bansal’s reply.

In protest the dalit community approached the police post and Lucky was detained for the investigation. In the meantime in-charge of Police Post, related SHO and DSP got calls from senior officials to release Mr Lucky immediately on behest of Mr Pawan Kumar Bansal. Mr Lucky was made to escape in the DSP Mr P K Dhawan’s official vehicle and was dropped where Mr Bansal was standing. The action taken by the Chandigarh Police under pressure was met with strong ressitance from the residents and people of dalit community, who went on a peaceful protest under a democratic way. Instead of getting their complaint registered they were arrested by the police without any ample proof which included half a dozen women as well.

Bahujan Samaj Party stood by the poor and dalit community in this hour of need and apprised the police officials that these people are specifically targeted because they are poor and from a dalit community on behest of the congress candidate from Chandigarh but the police officials on duty showed their inability to register the case in regards to the above mentioned incident. They registered a DDR no. 6 on March 31 but let the Lucky go scot free without any intial investigation succumbing to the pressure from Mr Bansal.

Mr Dhawan states in the letter that Mr Lucky has resorted to such language earlier also in 1999 when he was the President of NSUI Chandigarh wing and it is very much clear that he is habitual of creating nuisance by uttering such castiest remarks.

Mr Dhawan further said, “Bahujan Samaj Party strongly condemns the partisan and exploiting act of the Chandigarh Police on behest of Mr Bansal. BSP demands that a FIR should be registered and a fair judicial probe must took place in order to bring guilty to the law, so that people who are trying to divide the common man on the grounds of caste and religion should not succeed in dividing the society. BSP brings the society togather politically and urges you to issue guidelines to Bansal to refrain himself from the politics which divides the society.”

The copies of the letter have also been sent to the UT Chandigarh Administrator Gen (Retd) S F Rodrigues and Chief Electoral Officer, UT Chandigarh, Mr Pradeep Mehra.
