NEW DELHI, Feb 6 – Assam, Nagaland and Jammu and Kashmir are three States where the forthcoming Lok Sabha polls would be held without voter’s identity cards. The issue figured at the meeting of the Chief Electoral Officers (CEOs) convened by the Election Commission, here on Wednesday, as part of poll preparations. Today, the EC held separate meetings with the Chief Secretaries and Directors General of Police of the north-eastern States, which was preceded by a meeting of the full Commission with the Naxal-affected States.
At the meeting with the key officials of the NES, the prevailing law-and-order situation was primarily discussed.
The State DGP, GM Srivastava, later told newsmen that the meeting was preliminary. He added that the law-and-order situation was discussed. The States briefed the EC about the internal security situation and gave their inputs about the requirement of forces for smooth conduct of the polls.
Meanwhile, official sources said that the meeting with the CEOs reviewed the status of the electoral rolls. All the States now have photo-electoral rolls except the three States of Assam, Nagaland and Jammu and Kashmir.
EC has been to enlisting the support of Booth Level Agents (BLAs) of the political parties for updating the electoral rolls. While in many areas the political parties have been able to appoint their BLAs, there were still some States where a few political parties have not been able to appoint their BLAs, sources said.
The Commission has decided to request all political parties to appoint BLAs latest by February 16.
The Commission reviewed the status of enrolment of service personnel and directed the CEOs to maximize the enrolment of service personnel through special campaigns conducted within military stations within their States.
The Commission reviewed the advance measures for conduct of Lok Sabha elections and simultaneous Assembly elections in Orissa, Andhra Pradesh and Sikkim. The availability of EVMs and other election material was reviewed.
CEOs were directed to get the EVMs tested by the manufacturers including ECIL and BEL and to take up an intensive programme of EVM awareness amongst the voters extensively. Audio-visual material on EVM training was also circulated to all the CEOs for their use.
The Commission decided to take up next level of review of election preparedness at regional and State-level meetings shortly.
