New Delhi, Feb 20 : "You do not deserve one paisa of public money," an angry Speaker Somnath Chatterjee said as members of several political parties stormed the Well of Lok Sabha raising a spate of issues and disrupted Question Hour.

So annoyed was the Speaker with the behaviour of some members, he said that he believed Parliament should be adjourned sine die.

"I think Parliament should be adjourned sine die ... public money should not be spent on useless allowances for you," he said as some members of the BSP, BJP, TDP, RPI, PMK and MDMK stormed the Well and raised slogans against the government on several issues.

BSP criticised the UPA government for "being anti-Dalit" as it had "ignored" the backward classes in a new draft legislation on universities introduced in the House.

BJP members joined them on the same issue, while members of PMK and MDMK trooped into the Well demanding that the government make efforts to "stop war" in Sri Lanka. TDP members were also seen raising the Satyam issue.

Angered by the members' behaviour, Chatterjee said "you are behaving in the most condemnable manner. I express my greatest annoyance and condemnation."

The Speaker said he hoped that the people of the country will give a "fit verdict" in the coming elections.

'Yeh Budget phans jayega'

"This budget will not pass... The budget will get stuck," Speaker Somnath Chatterjee warned Railway Minister Lalu Prasad today just before the interim Rail Budget was put to vote.

This threat, of course, was in a lighter vein by the Speaker who was wondering whether his request for railway connectivity of his constituency Seuri with Prantik in West Bengal.

"Speaker ko nahi diya, Budget pass nahi hoga. Aapne Advaniji ko diya, Vayalar Raviji ko diya. Yeh Budget phans jaayega (You have heeded to the requests of L K Advani and Vayalar Ravi and not the Speaker. Budget will not get passed. It will get stuck)," Chatterjee said light-heartedly, prompting laughter in the House.

To this, Prasad promptly said he had announced that the survey for new lines between Prantik-Seuri and Anandpur Sahib-Garhshankar was over and further action was being taken for getting necessary approval to start work on the projects.

"Oh, then it is alright," the Speaker said and asked the Minister to move the Budget for passage.

Chatterjee to brief Bangla MPs

Speaker Somnath Chatterjee, an aggressive votary for observance of rules in the House, will visit Bangladesh this weekend to address the newly-elected MPs there on how to conduct business in Parliament.

"I will talk about the importance of parliamentary democracy, proper functioning of Parliament and our experiences" to the members of the new Bangladesh Parliament, Chatterjee said.

On a lighter note, he said "of course, I cannot talk about the credibility of the Speaker because here I cannot control the House."

The Speaker has, on a regular basis, expressed his anguish over the disruption of proceedings and behaviour of members in the House.

Replying to questions, Chatterjee also blamed the media for highlighting the disruptions more than the proceedings. "Yesterday, (External Affairs Minister) Pranab Mukherjee made some important observations in the House. But the disruptions have received front-page coverage."

New Delhi, Feb 16 : The acting Union Finance Minister Pranab Mukherjee on Monday put rescuing flagging growth and stemming job losses at the centre of UPA proposed interim budget as it aims to woo voters ahead of general elections.

Mukherjee presented the interim spending plans for the 2009-10 fiscal year for which the final touches were announced in Delhi.

Indian policy makers have scrambled to support the economy from the impact of the global financial crisis, which analysts estimate has helped fuel a blowout in the central fiscal deficit to about 10 percent of gross domestic product in 2008-09 from a planned 2.5 percent. Faced with faltering growth, Central Government has announced two stimulus packages, including extra spending of four billion dollar, while for its part the central bank has cut its key-lending rate by 350 basis points since October to 5.50 percent. The Government has also unveiled plans to borrow 9.45 billion dollars by the end of the fiscal year in March to fund its stimulus measures and meet extra spending needs. The Government estimates that growth in Asias third-largest economy will slip this fiscal year to 7.1 percent from 9 percent. In its five budgets since 2004, the Congress party-led coalition has raised spending on health, education and rural employment but now analysts say the economy has suffered due to a lack of economic reforms. But speculation that may change this year mounted after former Finance Minister P. Chidambaram had said that the budget might include some changes in the tax structure and further stimulus measures. Indirect taxes, such as factory gate duties, which do not require parliamentary approval, have been changed during interim budgets in the past. Mukherjee also talked about the lone surviour of Mumbai attacks and said he has not received any information from Pakistan on this regard. We have not received any information from Pakistan, when we will receive it, then only I can say something, Mukherjee said.

Pakistan on Saturday said that it could ask for the custody of Kasab to strengthen its prosecution of those behind the assault.

New Delhi, Jan 17 : India today asserted that perpetrators of terrorism in this country must be handed over to face "Indian justice" and clarified that there is "no dilution" of that stand.

External Affairs Minister Pranab Mukherjee also asked Pakistan to undertake a "full investigation" into Mumbai attacks in a "sincere", "transparent" and "verifiable" manner to unveil the "full conspiracy" into the terror strikes.

"There is no question of dilution of our demand of extradition (of those responsible for terror acts in India)," Mukherjee told reporters while clarifying on the media reports quoting him in a TV interview.

"We have never given up the demand that perpetrators of the terror acts should be handed over to India.

There is no question of that we have given up that demand or we have climbed down," he said.

"The fact that dastardly terror crimes have been committed in India, therefore the perpetrators must face Indian justice.

This is not an either or situation as these things are not mutually exclusive," he said.

Mukherjee issued the "clarification" on a TV interview in which he had said that India will have no objection if those behind terror acts here are put to "fair trial" in Pakistan itself, a remark which amounted to softening of New Delhi's position on the issue of extradition.

Mukherjee was responding when asked to clarify on his statement to a TV channel that the attackers of Mumbai may be tried in Pakistan if it was not possible for Pakistan to hand them over to India for some reason.

Making it clear that Islamabad should have no legal issues in handing over those behind terrorism in India, Mukherjee today cited for the first time the 1972 Extradition Act of Pakistan which provides for transfer of persons suspected of committing crimes in countries with which Pakistan has no Extradition Treaty.

The treaty, the External Affairs Minister said, "specifically provides for extradition even when there is no bilateral Extradition Treaty".

He cited the 1972 Extradition Act of Pakistan to nail Islamabad's argument that it cannot hand over any person as it has no Extradition Treaty with India.

The section 4(1) of the 1972 Extradition Act of Pakistan clearly says that if a person, "accused or convicted of offences at places within, or within the jurisdiction of, a foreign State, are or are suspected to be in Pakistan should be returned to the State, notwithstanding that there is no extradition treaty with that State".

Mukherjee said the SAARC Convention on Terrorism also has the same intent and such provisions are there in other international instruments.

Pointing out that major terrorist acts have been committed in India, he said "these were planned and launched from Pakistan.

Only full investigations, which are transparent and verifiable, in Pakistan can unveil the full conspiracy." He said India has requested Pakistan to take "sincere and effective steps" in that direction.

"It is Pakistan's responsibility that individuals based in Pakistan do not commit criminal acts in other countries and then have effective immunity simply because they are Pakistani nationals," Mukherjee said.
