IT raids on Reddy brothers' associates

Bangalore: Income tax officials Monday raided the office of Karnataka Health Minister B. Sriramulu, a confidant of the Reddy brothers, the residence of an advocate and the houses of a few Bharatiya Janata Party (BJP) legislators in Karnataka, officials said.

"We are conducting raids in Bangalore, Bellary and Hospet. It is a search operation," a spokesperson of the IT department told IANS here. No further details were available.
Bellary is the political stronghold of the Reddy brothers - Tourism Minister G. Janardhana Reddy and his elder brother and Revenue Minister G. Karunakara Reddy.
The Reddys are rich iron ore miners. Sriramulu is considered by them to be a part of their family. Hospet is near Bellary.
Chief Minister B.S. Yeddyurappa said he had no information about the raids. "I have no information on it and will not comment," he said in Haveri in north Karnataka.
The BJP legislators whose residences were raided are Suresh Babu and B. Nagendra, both said to be close to the Reddys.
Former union minister and Karnataka government's special representative in New Delhi, V. Dhananjaya Kumar, termed the raids a "political conspiracy" to destabilise the BJP ministry in the state.

BJP's next national executive in Guwahati

New Delhi, Oct 24 : The Bharatiya Janata Party (BJP) is likely to hold its next meeting of national executive in December at Guwahati, party sources said.

The meeting, expected to be held Dec 18-19, will pass resolution on the political situation of the country. An economic resolution will also be adopted.

The sources said the meeting will discuss the party's strategy for assembly polls next year including in Assam, West Bengal, Kerala, Tamil Nadu and Puducherry.

Guwahati, Oct 21 : A fractured opposition in Assam is causing jitters in the opposition camp ahead of next year's assembly elections with parties charging the Asom Gana Parishad (AGP) of failing to put together a united platform to challenge the ruling Congress.

'This is an era of coalition politics and unless there is opposition unity, the Congress party could find it easy to bounce back to power once again,' Bharatiya Janata Party (BJP) Assam unit president Ranjit Dutta told IANS.

The AGP, Assam's main opposition, recently snapped ties with the BJP thereby leaving the opposition camp totally disjointed.

'We are gearing up on our own to fight the elections and are very confident to perform well. We are also trying to work out some alliance with like-minded regional parties,' the BJP president said.

But the BJP president was bitter about the AGP's decision to snap ties.

'The AGP's decision to break the alliance was surprising indeed,' Dutta said.

With the opposition camp fractured and no signs of any tangible pre-poll tie-ups, leaders from within the AGP too are worried.

'I don't think it was right for the AGP leadership to have snapped the alliance with the BJP,' senior AGP leader Atul Bora said.

However, parties like the Asom United Democratic Front (AUDF) are playing the cat and mouse game.

'AGP leader Prafulla Kumar Mahanta telephoned me to sit for a meeting (explore possibilities for electoral tie up). But our stand as of now is that we are fighting the polls alone,' AUDF president Badruddin Ajmal told IANS.

'It is true that without opposition unity, the Congress party could be benefitted,' Ajmal said.

The AGP is, however, scouting for partners - other then the BJP.

'We are looking for smaller regional partners. No doubt people of Assam are looking for a change and we are ready to provide that,' AGP president Chandra Mohan Patowary said.

But the Congress seems unfazed.

'We are not worried - let the AGP and the BJP look for partners. No combinations can challenge us as we worked the last two terms for the welfare of the people,' Assam Chief Minister Tarun Gogoi said.

Considering that the fate of the Chief Minister S Yeddyurappa and his government in Karnataka hangs in the balance, with even a few MLAs going missing having the power to totally re-arrange the current political situation, this new turn of events promise a return to further brinkmanship.
With this in mind, and the fate of their government in their hands, BJP workers on Wednesday staged a demonstration in front of opposition Congress leader Siddaramaiah's house here protesting against what it called "hijacking" of 11 of its MLAs.

The workers were led by MLA Vijayakumar. They held placards which read that BJP MLAs have been held hostage by Congress and shouted slogans against Siddaramaiah. CWG now a political game

New Delhi: The Income Tax department on Tuesday conducted searches at the premises of businessman and BJP activist Sudhanshu Mittal and some other contractors as part of its probe to unearth alleged tax evasion in works related to the Commonwealth Games.

More than 200 sleuths of the I-T department swooped down on the premises of Mittal and his relatives as the department has found a number of contracts to the tune of more than Rs 200 crore being bagged by them, sources said.
Mittal is considered to be close associate of former BJP President Rajnath Singh and late party leader Pramod Mahajan.
The department also carried out searches at the premises of three-four big contractors at more than 20 locations in the National Capital Region including some foreign companies who have their consortiums in India, they said.

Sources in the department said the I-T probe will specifically look into the contracts awarded by the Games Organising Committee and the role of its officials and contractors including charges of bribing.
The I-T department officials will be seizing documents related to all the tenders and contracts being granted to various consortiums for the Games to detect possible evasion of taxes through over-invoicing and under-reporting of accounts.

The department is already in possession of documents related to award of contracts which were sourced from the OC and various other government agencies.
CWG now a political game
The I-T department is also scrutinising financial documents relating to the broadcast rights for the Games following charges of tax evasion.
The department has conducted survey operations on the Indian arm of a London-based broadcast company and has found alleged discrepancies in the tax statements of the company.
The department is investigating if the discrepancies to the tune of crores of rupees are related to the earnings of the company from its deal with the OC and possible tax evasion, they said.

The court had last week ruled that the outcome of the October 14 trust vote of the B S Yeddyurappa government would be subject to its final decision on this petition.
Hence, as of now, there is no threat to the Yeddyurappa government.
The High Court, which had reserved orders on the petitions filed by 11 rebel BJP MLAs, challenging their disqualification under anti-defection law by Assembly Speaker K G Bopaiah, had refused interim relief to all the 16 MLAs, who sought a stay on their disqualification.

The petition, filed by the five Independent MLAs, had contended that they cannot be disqualified as they won the election as Independents.
They had also filed an advanced application before the court on October 13 on the eve of the Chief Minister B S Yeddyurappa seeking the second trust vote for an order to allow them to vote in person or to keep their votes in a sealed cover till the court announced its verdict, which was also rejected.
The ruling BJP, opposition Congress and JDS have been pinning hopes on the court ruling, which has a bearing on deciding the fate of the B S Yeddyurappa ministry.

The speaker had disqualified 16 MLAs on October 10, a day ahead of the first vote of confidence bringing down the effective strength of the 224-member Assembly to 208.
Though Yeddyurappa won the trust vote by voice vote, Governor H R Bhardwaj rejected it as a "farce" and directed him to go in for the second floor test on October 14, which the chief minister managed to win by head court by a margin of 106-100. Two MLAs -- Manappa Vajjal from BJP and M C Ashwath of JD(S) -- were absent which brought down the effective strength of the 224-member Assembly to 206.

Yeddyurappa govt survives trust vote

For the second time in three days, Karnataka Chief Minister B S Yeddyurappa survuived a trust vote in the state assembly today.

Governor H R Bhardwaj had declared Monday's confidence vote a 'farce' and offered Yuddyurappa a second opportunity to prove his majority in the 224-member house.

Yeddyurappa won 106 votes, as against 100 MLAs who said they had no confidence in his governemnt. A JDS MLA abstained from the voting.

The 16 MLAs disqualified by Speaker Bopaiah were not allowed to vote.

The BJP yesterday lured independent MLA Varthur Prakash back to its fold. All political parties had issued whips to their members. BJP had directed its members to vote in favour of the motion. The opposition JD(S) and Congress had directed their legislators to oppose it.

On October 11, Yeddyurpapa won the trust motion by a voice vote, which was rejected by the Governor and questioned by the opposition. Bhardwaj had on Monday recommended President's rule in the state, but gave "another opportunity" to Yeddyurappa to prove his strength in the assembly today.

Karnataka Governor sets Oct 14 as deadline for second floor test

BANGALORE: In a new turn to political developments in Karnataka, Governor H R Bhardwaj on Tuesday asked chief minister B S Yeddyurappa to prove majority on the floor of the House afresh by October 14.

Holding that the trust vote taken in the assembly on Monday by the BJP government was "not in accordance with the law", the Governor sent a letter to the chief minister on Tuesday saying that he has not proved the majority, according to PTI.

The Governor, who had on Monday recommended to the Centre imposition of President's rule on the ground that the trust vote in the House was "unconstitutional", is believed to have said in the letter that he was ready to give him one more chance to prove his majority in the assembly on October 14.

The Governor's missive came even as the Karnataka High Court resumed hearing on the petition filed by 16 disqualified dissident MLAs challenging Speaker K G Bopaiah's action on Monday.

Amidst pandemonium on Monday, Bopaiah had declared that the confidence motion moved by the chief minister was carried by a voice vote.

Opposition parties, however, criticised the Speaker's action saying there was no division of votes and claimed that there were more MLAs opposed to the government than those supporting it.

The Speaker, however, contended that no member pressed for a division.

Karnataka Governor's report to Centre seeks President's Rule

Bangalore:  With the BJP government proving majority on the floor of the house by voice vote amid chaos after B S Yeddyurappa moved the confidence motion, the political drama has now shifted to the Raj Bhavan and the high court.

NDTV has learnt that the Cabinet will consider Governor HR Bhardwaj's report to the Centre that calls the vote of confidence a farce and says that not only MLAs, but also outsiders had entered the floor of the House.

Governor HR Bhardwaj, who advised the Speaker on Sunday against disqualifying the rebel legislators, has recommended President's Rule in the state. The case has now gone to the high court and the Chief Justice will hear the petitions of the disqualified MLAs.

The beleaguered BS Yeddyurappa government survived a test of strength amid complete chaos in the Assembly on Monday morning. This after Speaker KG Bopaiah disqualified 11 dissident BJP MLAs and five independents hours before the crucial vote of confidence, bringing the numbers to favour the BJP.

Backing the Governor, Union Law Minister Veerappa Moily said the Speaker acted unconstitutionally. "Fear psychosis was created inside the Assembly," Moily told NDTV.

The Opposition parties - the Congress and the JD(S) -  had called the disqualification "anti-democratic" and made clear they will not let matters rest here in their bid to oust the BJP government.

The Congress said after the trust vote that many MLAs were outside when the confidence motion was passed. Karnataka Pradesh Congress Committee president RV Deshpande said this was the "darkest day in Karnataka politics"and that his party would appeal to the Governor against the "undemocratic manner" in which the vote was conducted.

Danish Ali of the JD(S) said the "Speaker's decision was not legal. We will appeal to the Governor to recommend the dismissal of this government."

He said a "United oppn will protest this. Nowhere have we heard of a confidence vote passed by voice vote and MLAs disqualified one hour before Assembly."

Danish Ali said the anti-defection law had been abused. Congress and JD(S) MLAs are on their way to meet the Governor.

The BJP on its part has accused the Opposition of "playing dirty tricks" to try and bring down its government and said it had the numbers to cross its biggest hurdle.

Pandemonium in Assembly

The disqualification of the 16 MLAs led to pandemonium in the Assembly on Monday morning. The disqualified MLAs are up in arms and five of them forced their way into the Vidhana Soudha.

As the MLAs violently protested against their disqualification, one even reportedly punching a Marshal,  the police was forced to enter the House and struggled to  control the lawmakers.

In his order, Speaker Bopaiah said these 16 MLAs had been disqualified under the provision of the anti-defection law as envisaged in the Tenth Schedule of the Constitution.

The BJP MLAs disqualified are: Balachandra Jarkiholi, Belur Gopala Krishna, Anand Asnotikar, Dr Sarvabowma Bagali, V Nagaraju, Raje Kage, Y Sampangi, Nanjundaswamy, S K Bellubbi, H S Shankara Lingegowda and Shivanagouda Naik.

Former ministers Venkataramanappa, Shivaraj Tangadagi, Goolihatti Sekhar and MP Narendraswamy and independent MLAs were also disqualified.

How the numbers stacked up in the Karnataka Assembly:
Total in House: 224
Disqualified: 16
Effective strength: 208
Halfway: 104
BJP: 105
Congress: 73
JD(S): 28
Independents: 1

With the disqualification, Bopaiah brought down the strength in the 224-member Assembly to 208. The ruling party strength reduced to 105 from 117 and the opposition Congress and JD(S) had a combined strength of 101 (Congress 73 and JD(S) 28). So, BJP was in position to pull through (Half way mark now being 104).

The Speaker's move came after a big confrontation between him and Governor HR Bharadwaj who had  directed the Speaker not to disqualify any rebel MLA before the floor test on Monday.

The Governor and the Speaker traded letters and charges after Governor HR Bharadwaj stepped in to indicate the Speaker, KG Bopaiah, should not disqualify the rebel MLAs in order to maintain the character and configuration of the House.

The Governor had yesterday shot off an advise under Article 175 (2) of the Constitution, asking the Speaker not to change the character of the House and ensure that all members participate in the trial of strength.

Meanwhile, former Karnataka Chief Minister and JD(S) leader H D Kumaraswamy, who is spearheading the oust BJP government campaign reacted sharply to the disqualification charging that the BJP government has adopted "anti-democratic" methods to survive in power.

A Week of Drama
It's been a week full of drama in Karntaka politics with the rebel MLAs city hopping late last night; two chartered planes brought back the MLAs to Bangalore, they are being closely guarded by JD(S) chief HD Kumaraswamy.

The Speaker had given the rebels a deadline of 5 pm on Sunday to answer the notice he had issued to them. They ignored that deadline and stayed in Chennai where they met once again with JD (S) leader HD Kumaraswamy. (With PTI inputs)

Bangalore: After winning a controversial confidence vote on the floor of the Assembly on Monday by 106 to nil, the BJP turned the heat on Governor H R Bhardwaj demanding the he be recalled immediately. The latter also stepped in by sending a tough report on the mess in Karnataka to the Centre.

Bhardwaj has rushed a report on the happenings in Karnataka to the Centre. Home Ministry sources said that there would be a meeting at 4 pm to study the report. An hour earlier, the Karnataka High Court will hear the petition of the rebel MLAs who have challenged their dismissal.
The Centre is wary that if it dismisses the government, the BJP will corner all the sympathy.
Meanwhile, Central BJP leaders now plan to petition the President and also hold a dharna in front of the Raj Bhavan in Bangalore.
Senior BJP leaders have accused Bhardwaj of acting as a `Congress stooge' and said he should be recalled in order to preserve the sanctity of the office of the governor.
Chief Minister Yeddyurappa said he did not expect such a (pro-Congress) behaviour from the Governor. He also said that there would be a cabinet expansion soon.
The ruling BJP accused Governor H.R. Bhardwaj of attempting to destabilise the party-led government and asked the Centre to recall him.
State unit BJP president K.S. Eswarappa warned that if the Centre did not recall Bhardwaj, the party would launch a state wide stir against him.
"The Governor is acting like a leader of the opposition. He is encouraging Congress and JDS. Ever since he assumed office of the Governor of the state, he has been trying to destabilise the BJP government", Eswarappa charged at a press conference here.

Chief Minister B.S. Yeddyurappa also criticised the conduct of Bhardwaj and said "people of the state had not expected such a behaviour by the Governor".
Bhardwaj tried to exercise the powers vested with the Speaker, he said, apparently referring to the Governor's letter to the Assembly presiding officer against disqualifying rebels.
But the Union Home Ministry is said to be concerned over developments in Karnataka and has taken serious note of them. Prima facie, sources feel that the Tenth Schedule of the Constitution, the anti-defection law, has been abused.
Highly placed sources said the abuse of the anti-defection law was more so in the case of disqualification of independents. They said the Tenth Schedule does not apply to independents and, therefore, there is no question of their disqualification.
Even in the case of dissident BJP MLAs, the sources said disqualification can only be on two grounds - one if the MLA resign from the party voluntarily and two if he votes against the whip. Therefore, there is no question of disqualification of the BJP MLAs before the vote, the sources said.
Following the disqualification of 16 MLAs, the effective strength of the 224-member Assembly was reduced to 208, with the ruling side commanding the strength of 108 as against the combined opposition strength of 101. Congress has 73 members and JDS 28.

Meanwhile, the 16 MLAs who were disqualified from their Assembly membership on Monday moved the Karnataka High Court challenging their disqualification and seeking stay of the Speaker's order.
The petition is expected to come up for hearing before a division bench headed by Chief Justice J S Khehar after 3 pm.
Opposition Congress today demanded the immediate resignation of Yeddyurappa, saying his government has "already lost majority" after the Speaker disqualified 16 MLAs.
Reacting sharply to the disqualification of the MLAs, including 11 from BJP by Speaker K G Bopaiah, Congress leader in the Assembly Siddaramaiah said with the disqualification of BJP legislators, the government had already lost its majority.
"Yeddyurappa has no right to continue in office. If the Chief Minister has any morality, he should quit immediately", Siddaramaiah told reporters here. Siddaramaiah lashed out at Bopaiah, whom he alleged "behaved like the agent of the ruling party" and said under the circumstances, the Speaker cannot conduct the proceedings of the House in a "free and fair manner".
"Who gave him the power to disqualify independent MLAs," he asked while accusing him of behaving like Adolf Hitler. Congress will call on Governor H R Bhardwaj soon seeking his intervention, he said.
In a day of high drama, pandemonium and chaos in the Karnataka Assembly, Speaker K G Bopaiah held a controversial voice vote and declared that the B S Yeddyurappa had won the trust vote by 106 to nil.
Minutes later he walked out as the Opposition and the ruling BJP traded boos and claps. While the BJP celebrated, the Opposition Congress and the JD(S) stood on the benches and shouted slogans asking Yeddyurappa to resign.

Earlier, high drama prevailed in the Karnataka Assembly premises as the 16 disqualified MLAs accompanied by some JD(S) MLAs broke open the locks of the high security Vidhana Soudha in the heart of Bangalore and tried to make their way to the Assembly on Monday morning.
Earlier, the political crisis in Karnataka took a new turn on Monday when Speaker K G Bopaiah thumbed his nose at Governor H R Bharadwaj and expelled rebel 16 MLAs -- 11 of the BJP and 5 independents -- thus reducing the strength of the House from 224 to 208. This gave the BS Yeddyurappa led government a major advantage.
The rebels have been disqualified under the Anti-Defection Act were prevented from entering the Assembly.
The 11 BJP rebels who were disqualified were M.P. Renukacharya, Gopalakrishna Beluru, Anand Ansnotikar, Balachandra Jarkiholi, B.N. Sarvabhouma, Bharamgowda Kage, Y. Sampangi, G.N. Nanjundaswamy, M.V. Nagaraju, Shivan Gowda Nayak and H.S. Shankaralinge Gowda.

The five Independents were Shivaraj S. Tangadagi, Venkataramanappa, P.M. Narayana Swamy, D. Sudhakar and Gulihatti Shekar.
Of the 16 disqualified rebels, eight, including three from the BJP and five independents, were ministers who were sacked recently for revolting against the leadership.
Bopaiah disqualified the rebels after serving show-cause notices to each of them Oct 8 and seeking their replies by Sunday 5 p.m.
The speaker took the dramatic action, ignoring state Governor H.R. Bhardwaj's advice Sunday against disqualifying the rebel lawmakers.
Former Karnataka chief minister and Janata Dal-Secular (JD-S) leader H.D. Kumaraswamy, who met the Governor demanded immediate dismissal of the government. The trust vote was not conducted properly. The speaker and chief minister ran away by announcing the voice vote," Kumaraswamy told reporters.
